Partial Agreement on Youth Mobility through the Youth Card of the Council of Europe
The European Youth Card Association (EYCA) and the Council of Europe have been working together in the framework of the Partial Agreement on Youth Mobility through the Youth Card since 1991. This partnership aims to connect Council of Europe Member States with EYCA member organisations and provide a platform for policy and practice exchange on youth mobility.
Currently, 24 Council of Europe Member States contribute to the Partial Agreement. These include Andorra, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Hungary, Ireland, Luxembourg, Malta, Moldova, Montenegro, The Netherlands, Portugal, Romania, San Marino, Serbia, Slovenia, Slovakia and Switzerland.
The annual work programme of the Partial Agreement covers a wide range of activities, from seminars and summer universities to research and publications. The aim is to generate and mobilize knowledge on all aspects of youth mobility, share best practices and help develop better policy solutions. The central theme is youth mobility, thus all PA events are connected to the various contexts when young people experience mobility across Europe: as part of education, volunteering, labour market, exploring cultural diversity or simply addressing barriers to mobility.
The European Youth Card has proven to be a valuable tool for promoting youth mobility and the Partial Agreement is an effective way for Member States to join forces and achieve this goal. To date, the European Youth Card is the only recognised policy tool by European institutions to advance youth mobility. The cardholders community of 9.2 mil. young people across Europe, the digital infrastructure, the EYCA membership base of regional and national public authorities and the invaluable partnership with the private sector - all qualify EYCA as a trusted partner to implement the PA on Youth Mobility through the youth card of the Council of Europe.
